FINDINGS <br />1. Primex hysics International Company (PPI) is the owner and Primex <br />Technolo ies,Ordnance and Tactical Systems (Primex) is the operator of the Tracy <br />Test Faci ity located at 32727 South Corral Hollow Road, Tracy, California. <br />2. On January 1, 1977, Olin Corporation created a new, independent corporation, <br />Primex Technologies, Inc. This new enterprise is a result of Olin Corporation's <br />decision w spin-off its Ordnance and Aerospace divisions. Pursuant to the <br />formation of Primex Technologies, Inc., a Virginia corporation, Physics <br />International Company, a California Corporation, has elected to change its name to <br />Primex Physics International Company. PPI remains a California Corporation and <br />is a wholly-owned subsidiary of Primex Technologies. PPI continues to hold sole <br />title to Physics International Company, Tracy Test Facility whose name was <br />changed t Primex Technologies, Ordnance and Tactical Systems, Tracy Test <br />Facility. For activities occurring prior to January 1977, the Primex Tracy Test <br />Facility ill be referred to as Physics International or PI. <br />3. PI's Tra�vernment <br />Test Facility has been conducting research on explosive warheads for the <br />federal g or government contractors since 1965. <br />4. On November 13, 1980, PI filed a Part A application. This Part A indicated that <br />PI conducted the following hazardous waste management activities: Storage and <br />landfill of beryllium dust (waste code P015); and storage and incineration of <br />ethylene diamine (waste code P053), wastewater sludges (waste code K044) and <br />pink/red ater (waste code K047) wastes. <br />5. On April 6, 1981, PI obtained interim status to continue operations as specified in <br />its Part A dated November 13, 1980. <br />
