In a <br />Draft Hazardous Waste Facility Permit <br />dated April 4, 1983, PI stated that they do not operate a hazardous waste <br />storage unit because they do not store greater than 90 days. <br />7. On October 31, 1985, PI submitted a revised Part A. This revised Part A indicated <br />that was codes P015 and P053 were incorrect and that there were no land disposal <br />operatio s at the facility. The only waste handled was waste code K047 which was <br />treated d stored in tanks and then further treated by open burning. <br />8. On Nove ber 8, 1988, PI submitted a revised Part A indicating that the only <br />hazardou waste activities conducted on-site were open burning and open detonation <br />of HMX, RDX, and TNT explosive wastes. All storage activities were operated <br />accordin to generator regulations. <br />9. On Nove ber 8, 1989, PI submitted a Part A and Part B application for <br />authoriza ion to conduct the following activities: Treatment by open burning of <br />materials contaminated with HMX (cyclotetramethylenetetranitramine), RDX <br />(cyclotri ethylenetrinitramine), and TNT (2,4,5 -trinitrotoluene) explosives, and <br />treatment by open detonation of excess HMX and TNT explosives generated during <br />casting o erations. All wastes treated fell under waste code D003. The <br />managem int of pink/red water was not included because the facility determined that <br />it was ex mpt pursuant to Health and Safety Code Section 25143.2(b)(1), from <br />permittin requirements because it is recycled and used on site. The Part B <br />applicatio also identified seven sites formerly used between 1965 and 1988, for <br />either disf osal or treatment of hazardous wastes. These sites consisted of 2 burn <br />pits (Sites A and F), a drum burial area (Site B), two surface impoundments (Sites <br />C and D), a clarifier discharge area (Site E) and a battery disposal area (Site G). <br />Although hese sites were no longer active, these sites were required to be closed <br />according to an approved closure plan since they were previously used for <br />manaizem nt of hazardous wastes. <br />10. On April , 1990, the Department of Toxic Substances Control (Department), <br />issued a N tice of Deficiency (NOD) on the Part B Application submitted on <br />November 8, 1989. <br />11. On June 7 1991, during the permitting process, PI withdrew its application due to <br />successful ante minimization efforts and because it had found a market for its <br />wastes. <br />12. In June 191, PI submitted closure plans for the seven inactive units, known as <br />Sites A thr ugh G, that were identified in the Part B application. On March 18, <br />1993, theepartment approved the closure plans for Sites A through G. On <br />December 6, 1994, the Department approved a closure certification report on Sites <br />A through certifying that the units have been closed according to the approved <br />closure pla s.
