W. (Tony) Meier, Tracy Test <br />Facility Manage and Stephen Powell, Site Supervisor. Paul J. <br />Cayere administe s these operations. <br />IV. BACKGROUND: <br />The Physic International test facility covers 540 acres in <br />Elk Ravine southwest of Tracy (see location map in Attachment 1). <br />The facility employs about 20 people and has limited access. It is <br />bordered on the southwest by the Lawrence Livermore Laboratory. It <br />is a research and development site for explosives, primarily <br />weapons for thelfederal government. <br />PI submitted a Part A permit application for the test facility <br />on November 13, 1980. This Part A indicated land disposal of <br />beryllium dust, incineration of TNT wastes and container storage. <br />An ISD based on this Part A was issued on April 6, 1981. PI <br />submitted a revised Part A on October 31, 1985. In a cover letter, <br />
