Inspection Report, Physics International <br />Inspection of November 14, 1996 <br />Page 3 <br />PI argued that test detonation of explosives containing beryllium <br />did not constitute land disposal of beryllium dust. PI also <br />requested that incineration of explosive waste be changed to open <br />burn/open detonation (OB/OD) of explosive and explosive <br />contaminated waste. This Part A did not include storage in <br />containers. <br />PI performed clean closure on the OB/OD units as well as <br />several other contaminated sites on the facility under closure <br />plans approved byl DTSC. The clean closure certification for the <br />last of these sites was approved by DTSC in a letter dated December <br />16, 1994. PI assumed that the facility reverted to generator only <br />at this time, however, as discussed in the Observations Section of <br />this report, the container storage facility was overlooked. <br />PI is seeking a permit for an enclosed detonation facility to <br />dispose of waste explosive. The application for this facility is <br />currently under review by the Facility Permitting Branch. <br />V. HAZARDOUS WASTE ACTIVITIES: <br />The major hazardous waste generating activities at the present <br />time are vehicle maintenance and developing photographs. These <br />wastes are collected at "satellite" accumulation areas near the <br />maintenance shops and near Bunker 1 and Bunker 2 respectively. <br />They are manifested off-site for recycle or disposal. <br />As discussed in the Observations Section, the generation of <br />"pink" water, scrap octal and wipes and filters contaminated with <br />explosive has been essentially eliminated by switching the <br />explosive used to LX -14. The facilities to clean the wipes and <br />filters for reuseland to reclaim the acetone used in this cleaning <br />for reuse are being retained for possible future use, but are not <br />being used at this time. Scrap from the preparation of charges <br />from LX -14 can b re -pressed for use, so Physics International <br />considers it mate ial, not waste. <br />Small quantities of some additional hazardous wastes are <br />generated from time -to -time, typically from laboratory operations. <br />these are manifested off-site for recycle or disposal within <br />generator time limits of being declared waste. <br />VI. OBSERVATIONS <br />I arrived at the Physics International test facility at about <br />0900. I was met by Barbara Davis, Secretary, and Stephen Powell, <br />Site Supervisor.
