Enforcement History <br />Cal/EPA inspected P.I. on February 1984, April 1984, January 1985, April 1986, July 1989, <br />August 1989, April 1991. Violations of the hazardous waste statutes and regulations were found <br />at the facility. Docurhented violations include: unlabeled drums, open drums, inadequate <br />contingency plan, lackf waste analysis plan, among other violations. In all cases deficiencies <br />were corrected and the facility was brought under compliance. Violations were corrected in a <br />timely manner and they have not been any fines imposed. <br />The Regulatory Closure of the Facility <br />The regulatory closure process mandates the facility to obtain approval before implementing its <br />closure plan. These reglulations also mandate the regulatory agencies to provide opportunity for <br />public involvement before approving the closure plan. The facility must meet the closure <br />performance standards of federal and state regulations by removing, decontaminating or <br />encapsulating any hazardous waste on site that could affect human health or the environment. <br />P.I. submitted its last version of its closure plan to Cal/EPA and U.S. EPA on June 1991. The <br />closure plan for P.I. includes a description of the facility, its operations, the chemicals handled, <br />the hazardous wastes produced and how they were handled, a soil sampling plan, and a schedule <br />of tasks necessary to ce#tify closure. <br />2 <br />
