A <br /> ' conversation with a representative from Chevron indicated that MTBE was not present in <br /> their motor fuels until 1992. California EPA was also contacted in order to determine the <br /> year in which MTBE was first distributed in gasoline in California. This inquiry indicated <br /> ' that the first appearance of motor fuels containing MTBE in California was in 1991. <br /> Therefore, MTBE was never present in the motor fuel stored on-site. <br /> ' Given the evidence presented above it is apparent that the MTBE contamination is from <br /> an off-site source. WFIF does not believe that Eckert Cold Storage Company is <br /> responsible for any MTBE on-site given the previously stated evidence summarized <br /> below: <br /> 1 • MTBE was not found in the soil columns during the construction of MW-5, <br /> MW-6, and MW-7. <br /> • MTBE was not found in the groundwater for the first three sampling events <br /> ' after the requirement to analyze groundwater for MTBE. During the <br /> November 5, 1997 sampling event, MTBE contamination was present for the <br /> first time and has been increasing in concentrations ever since, except for a <br /> ' • minimal decrease in concentrations this quarter. <br /> • MTBE was not distributed in gasoline in California until 1991, three years after <br /> the removal of all UST's on the subject property. <br /> There are several potential sources up-gradient (southeast) of the subject site that may be <br /> contributing to the problem. One possible source of concern is the petroleum pipeline <br /> located along the Union Pacific Railroad parallel to Moffat Boulevard. This pipeline is <br /> owned and operated by Kender Morgan Energy Partners. Kender Morgan Energy <br /> Partners was contacted and informed WBF that the pipeline is used to pump gasoline and <br /> tdiesel fuel. It is WHF's opinion that the nearby sites should be investigated to determine <br /> the source, or sources, of the MTBE release. <br /> 1 The next phase of work at this site will be to explore and attempt to define the lateral and <br /> vertical extent of soil contamination. This will be accomplished by completing four (4) <br /> ' shallow soil borings to a depth of forty feet (40') and one deep boring to a depth of <br /> approximately sixty feet (60') to confirm the presence or absence of petroleum <br /> hydrocarbons in the unauthorized release area. <br /> 1 <br />
