The potential for contamination <br /> of the deeper aquifers would depend on many factors, including type of contami- <br /> nant, amount released, when and where released, and site geology. <br /> Off site sources could include contaminant spills and leakage from under- <br /> ground tanks and pipelines. Contaminants could be carried to the site by <br /> groundwater, surface flow or by wind action, resulting in soil and/or ground- <br /> water contamination at the site. The Manteca Industrial Park lies upgradient <br /> of the site; one of its tenants could be a potential contaminant source. How- <br /> ever, no existing contaminant problems were identified by the governmental <br /> agencies contacted during our study, as discussed further below. <br /> The following agencies stated that they were not aware of any contamination <br /> problem at the site, or in the site vicinity: City of Manteca Planning Depart- <br /> ment, San Joaquin County Department of Environmental Health, Regional Water <br /> Quality Control Board - Central Valley Region, and the California Department of <br /> CHealth Services. <br /> DISCUSSION P,ND CONCLUSIONS <br /> Based on the information presented above, it does not appear likely that a <br /> significant contamination problem exists at the site. It is possible that small <br /> controllable amounts of contamination, due to on site sources such as materials <br /> dumped at the site, leakage from chemical and oil containers, spillage from <br /> trucks, septic tank leaks, or residual pesticides or herbicides could be pres- <br /> ent. However, we believe the likelihood of significant contamination from on <br /> site sources to be minimal. <br /> Based on the information provided by the various governmental and regula- <br /> tory agencies, contamination from off site sources also does not appear likely. <br /> The upper few inches of soil in the small areas where dead vegetation and <br /> oily smells were observed should be investigated by a limited sampling and chemi- <br /> cal testing program, consisting of one or two surface soil samples analyzed for <br /> total petroleum hydrocarbons. With "rush" laboratory turnaround, such an investi- <br /> gation could be completed in less than one week. We do not expect that extensive <br /> contamination will be found and we would expect mitigation costs to be low. <br />
