2.4.20 Traftic - FLD20 <br /> Health and SafelyPl�perating Procedures <br /> Field QperatingProcedure - FLD20 - Traffic <br /> Related SPOPFLDS: <br /> FLD01 Noise Protection <br /> FLD02 Inclement Weather <br /> 2.4.20.1 Hazard <br /> Traffic presents hazards in two ways 1) when site workers are working close to roadways, <br /> the potential exists to be hit by oncoming traffic and 2) driving to, from and on the site <br /> pose an accident hazard. <br /> 2.4.20.2 Recognition and Risk Assessment <br /> In the planning stages of a project and safety plan, the potential for traffic hazards must be <br /> considered as physical hazards in the site specific Health and Safety Plan (HASP). Risk <br /> assessment can be accomplished in the development stages of a project by listing in the <br /> HASP, the most likely traffic hazards which may occur. The true determination of risk must <br /> often be made on-site by the Site Health and Safety Coordinator (SHSC). It is important <br /> that the SHSC be alert to these hazards, does not take them simply as a matter of fact, and <br /> has time to notice them. <br /> 2.4-203 Prevention and Protection Program <br /> Roadway Workers <br /> Roadway workers should be aware of their location in reference to roadways and avoid <br /> working close to traffic. <br /> Workers near roadways must wear reflective vests. <br /> The following guidance should be used in planning work that will be adjacent to or within <br /> roadways. In all cases the local police department or transportation department must be <br /> consulted in order to comply with applicable requirements. <br /> When open highway conditions prevail on approach to the work site, advance warning signs <br /> should be placed approximately 1500 feet in advance of the condition to which they are <br /> calling attention. Where a series of advance warning signs are used, the warning signs <br /> nearest the work site should be placed approximately 500 feet from the point of restriction <br /> 2.4-75 <br />
