October 4, 2002 <br /> NOA ENVIRONMENTAL PROJECT NUMBER: LE00-429 <br /> similarly not been able to inspect the inventory records prior to tank closure,the volume pumped per <br /> month for each tank, or any past site information regarding testing, repairs, or construction Please <br />' refer to files in custody of San Joaquin County for information of this nature No mention of leaks, <br /> spills,or accidents at the site involving the tank system was uncovered by NOA Environmental during <br /> the course of the Phase I investigation <br /> UST Permits and Removal <br /> As of October 1993, this facility was reported by California Facility Inventory Database(FID)as an <br /> Inactive Underground Storage Tank location Stockton Fire Department records indicate that a <br /> permit was issued in 1971 to Eagle Trucking for two underground tanks, one of 10,000 gallon <br /> capacity and one of 6,000 gallon capacity, both for flammable liquid storage Another permit was <br /> issued in 1979 to Delta Pallet Company for two 6,000 gallon underground tanks, one for diesel and <br /> the other for gasoline The 1971 and 1979 permits do not agree regarding the capacity of the tanks, <br /> but it is the opinion of NOA Environmental that this discrepancy represents a clerical error in 1979 <br /> The above records can be found in Appendix B San Joaquin County Environmental Health Division <br /> (SJEHD) records indicate that Delta Pallet removed two underground diesel storage tanks, one of <br /> 10,000 gallons and one of 6,000 gallons, from the northwest corner of the property in November of <br /> 1987(Appendix C) The San Joaquin County Public Health Services/Environmental Health Division <br /> UGST Worksheet for Site Closure Evaluation (Appendix C) lists one 10,000 and one 8,000 gallon <br /> tank, both diesel <br /> The San Joaquin County Local Health District Inspection Report from the date of the tank removal, <br /> November 11, 1987, consists of a brief description and a small sketch, this report is included in <br /> Appendix C In the report,H Knoll,the registered sanitarian, notes a 1/2" hole in the bottom of the <br /> 10,000 gallon tank No piping systems are indicated in the rough site sketch Mr Knoll notes that <br /> one soil sample was taken from the east end of the 6,000 gallon tank, 8-10 feet below the surface <br /> Two samples were taken from the 10,000 gallon tank, one at each end, 8-10 feet below the surface <br /> These samples were to be tested for TPH (8015 modified) and BTX (8020) <br /> Canome Environmental of Stockton, California, analyzed the soil samples and reported the results <br /> on November 25, 1987,this report is included in Appendix C A BTX test (prepared by EPA 5030, <br /> analyzed by 8015 and 8020) was performed, benzene, toluene, and xylene were not detected at a <br /> detection limit of 0 2 ppm,and total volatile petroleum hydrocarbons were not detected at a detection <br /> limit of 1 0 ppm A TEH test(prepared by EPA 3550, analyzed according to Eisenburg,"Guidelines <br /> for Addressing Fuel Leaks")was also performed,total extractable petroleum hydrocarbons were not <br /> detected at a detection limit of 10 ppm When these results were submitted to San Joaquin County <br /> Public Health Services/Environmental Health Division as part of a site closure evaluation, however, <br /> the closure request was rejected on the grounds that the BTEX detection lirnit was too high for the <br />' shallow groundwater conditions at the site (please see document, Appendix C) <br /> 5 <br />
