The <br /> proposal describes the conceptual design for a passive soil bioremediation <br /> system. Compost is added to the soil as a bulking agent and to provide a <br /> nutrient source for the hydrocarbon utilizing bacteria. The soil is then <br /> placed in windrows to allow adequate aeration of the treatment units. Interim <br /> sampling will be conducted on a bi-weekly basis to monitor the effectiveness <br /> of the proposed remediation system. <br /> We agree with the concept of bioremediation for treating the hydrocarbon <br /> contaminated soil at this site. The proposed remediation system appears <br /> capable of reducing the concentration of hydrocarbons to acceptable levels. <br /> However, adequate monitoring and documentation will be necessary to evaluate <br /> the performance of the system. By 31 January 1990, please submit a detailed <br /> monitoring schedule and sampling plan for our approval . <br /> Beginning 15 February 1990 and by the 15th day of each month thereafter, <br /> please provide monthly monitoring reports on the operation of the <br /> bioremediation system. The monitoring reports should include documentation of <br /> bacteria populations, temperature, moisture content, oxygen content, <br /> degradation rates and any adjustments made to the system during the preceding <br /> month of operation. All reports should be submitted to this office. and the <br /> office of the San Joaquin County Department of Public Health Services. After <br /> reviewing the monthly monitoring reports, we will evaluate the performance of <br /> the bioremediation system to determine whether the system is adequately <br /> reducing the levels of hydrocarbons. <br /> If you have any questions, please call me at (916) 361-5731. <br /> r Q <br /> THOMAS D.
