(NORCAL), retained The MARK Group, Inc. (MARK) <br /> in 1992 to complete soil and groundwater investigation and remedial activities of previously- <br /> identified petroleum hydrocarbon impacts at the Stockton Scavenger Association (SSA) Facility <br /> located at 1240 Navy Drive, City of Stockton, San Joaquin County, California (see Drawing 1). <br /> The soil at the site was suspected of being impacted by petroleum hydrocarbons from two <br /> former underground storage tanks and a former diesel fuel dispenser island. The impacted soil <br /> was a potential source of petroleum hydrocarbons to the groundwater. MARK's activities are <br /> summarized in a Preliminary Closure Report dated June 17, 1994. <br /> MARK excavated over 2,500 cubic yards of soil. Approximately 1,000 cubic yards of soil <br /> required treatment prior to landfill disposal. The impacted soil was treated to Class III landfill <br /> acceptable levels onsite using a Heat Enhanced Vapor Extraction/Thermal Oxidation <br /> (HEVE/TO) remediation system. Excavated and treated soil was disposed at the B & J Landfill <br /> located in Solano County, California. <br /> Impacted soil remaining in the ground was treated in-situ using a vapor <br /> extraction/injection system. This system successfully removed the remaining trace concentrations <br /> of hydrocarbons in areas where excavation could not be achieved. <br /> MARK destroyed and sealed three pre-existing monitoring wells that were potential <br /> pathways to groundwater. MARK replaced these wells with four new monitoring wells (MW-1 <br /> through MW-4) as shown on Drawing 2 and has subsequently completed six quarterly monitoring <br /> and sampling events since installation of the new wells.
