Health & Safety Plan at Rally's Stockton page10
12.3 Community Protection
To assure the community is protected from health and fire hazards, upwind and
downwind monitoring with the real time analyzer will be performed if the work
zone has hydrocarbon levels exceeding 10 ppmv. If site downwind monitoring
indicates persistent levels above 3 ppmv at the perimeter of the work zone,
work will be shut and vapor emission control efforts will be instituted until THC
levels have dropped below 3 ppmv. The work zone may also be expanded to
ensure the community protection with THC levels below 30 ppmv at the
downwind perimeter.
13.0 COMMUNICATION PROCEDURES
Personnel in the Exclusion Zone should remain within sight of the Project Team
Leader.
A loud, continuous horn blast for 10 seconds is the emergency signal to
indicate that all personnel should leave the Exclusion Zone. The work team will
gather at the designated (upwind) refuge area and the Safety Officer will notify
the Lead Agency and will be the contact for EMT and Fire Officials.
The following standard hand signals will be used in case of failure of verbal or
radio communication:
Hand gripping throat........Out of Air
Grip partner's wrist or
both hands around waist.....Leave Immediately
Hands on top of head........Need Assistance
Thumbs Up...................OK
Thumbs Down.................No, Not OK
