ARCADIS Work Plan for Phase II Environmental Site Assessment (ESA) as Part of <br /> Property Transaction at 2041 Navy Drive in Stockton, California. <br /> Background Information <br /> The following summary of backgroundfo 30ation was 1989, for the LIKA Corporation and the <br /> ased on review of the Final <br /> Remedial Action Plan (RAP), dated January <br /> Draft Final Site Closure Report, dated June 1990, for LIKA Corporation's Former <br /> Circuit Board Manufacturing located at 2041 Navy Drive in Stockton, California(Site, <br /> Figure 1). <br /> ■ LIKA manufactured electronic circuit boards and performed plating operations at <br /> the Site from 1969 to 1985. <br /> ■ Drums of spent plating solution and other hazardous wastes were periodically <br /> dumped outside the building unto the ground. Solutions were also kept in the <br /> sump inside the building,which were periodically lllecdand sand ampled for <br /> ■ Several hundreds of soil and groundwater samples were collected <br /> metals (chromium VI,tin,nickel, lead, and copper) and pH. <br /> ■ Results indicated shallow soil impacted with copper and lead above hazardous <br /> waste levels, groundwater levels were below regulatory cleanup levels. <br /> ■ Remediation consisted of soil excavation,treatment, and disposal over 41 weeks. <br /> ■ The Site received"no further action"on November 3, 1994 by the California <br /> Regional Water Quality Control Board, Central Valley Region on November 3, <br /> 1994. <br /> Proposed Field Investigation <br /> ARCADIS proposes to advance four soil borings at Ben's Auto Dismantler,located at Site <br /> since 1995, as part of a property transaction screen. Prior to initiating the field activities, <br /> ARCADIS will perform the following tasks: <br /> ■ Get the appropriate permit from the San Joaquin County Environmental Health <br /> Department. <br /> ■ Prepare a site Health and Safety Plan (HASP)in accordance with the <br /> Occupational Safety and Health Administration(OSHA) and the California <br /> Occupational Safety and Health Administration(Cal-OSHA)regulatory <br /> requirements. The HASP will incorporate site-specific considerations including <br /> known hazards, emergency evacuation routes, emergency response procedures, <br /> and the location of the nearest hospital. The HASP will be communicated to all <br /> project staff. <br /> ■ Retain a utility locating service to provide clearance of all boring locations in <br /> advance of the drilling activities. Underground Service Alert(USA)will also be <br /> contacted to confirm that no underground utilities are within the boring locations. <br /> v0 <br /> , <br />
