Woodward-Clyde
Consultants
Mr. James L. Tjosvold
California - Environmental Protection Agency
July 28, 1995
Page 2
years of post closure quarterly groundwater monitoring. Woodward-Clyde completed the
post closure groundwater monitoring for the Field Avenue site. No additional activities
have been conducted by Woodward-Clyde at the Field Avenue site since the completion of
the post closure groundwater monitoring program in 1990.
Lika's former Navy Drive facility is located at 2041 Navy Drive in Stockton, California.
The site is immediately bounded by Nelson Ready-Mix Company to the west, Laidlaw
Transportation to the east, a railroad right-of-way to the north, and partially developed
commercial land to the south (Figure 3). Lika used the former Navy Drive facility to
manufacture printed circuit boards during the period 1969 to 1985. In 1986, Lika
contracted Woodward-Clyde to conduct an evaluation to assess the extent of soil and
groundwater contamination. Several localized areas of contamination requiring clean up
were identified in the investigation. Lika contracted Woodward-Clyde to oversee the clean
up operations of the areas identified in the investigation. After clean up activities were
completed, DTSC required two years of post closure quarterly groundwater monitoring.
Woodward-Clyde completed the post closure groundwater monitoring at Lika's former
facility located on Navy Drive. A letter from DTSC to Lika dated March 24, 1993
terminated the monitoring requirements originally stipulated for the Navy Drive site. In that
letter, DTSC specified that the only activity remaining is the proper decommissioning of
existing wells.
The decommissioning activities were described in a letter work plan dated May 24, 1993,
prepared by Woodward-Clyde addressed to DISC. In a letter dated November 22, 1993
from DTSC to Lika, approval of the work plan was granted for all of the Field Avenue site
monitoring wells and all of the Navy Drive monitoring wells except for MW-14, MW-14D,
MW-16, MW-16D, and MW-30. These wells would be placed under the oversight of the
Regional Water Quality Control Board (RWQCB). In a letter dated November 3, 1994
from Ms. Wendy L. Cohen (RWQCB) to Lika, approval was granted to decommission all
monitoring wells at the 2041 Navy Drive site.
On May 17, 1995 Woodward-Clyde met with Ms. Diane Hinson (SJCEHD) to discuss the
decommissioning activities and acquired permit number 006052 to decommission the 17
monitoring wells at the two former Lika sites. In a letter dated May 22, 1995 to SJCEHD
from Mr. and Mrs. Kent Carlson, permission was granted to decommission MW-5 located
on Carlson Boatel and Sales property adjacent to the 1856 Field Avenue site. In a letter
dated May 26, 1995 to SJCEHD from Mr. Russel C. Nelson, permission was granted to
90189N/LIKA.REP(07-28-95)SAC
4r*
V,a aW
