Chet Davisson, Director SAN JOAQUIN COUNTY <br /> San Joaquin County Planning Division PLANNING DIVISION <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Attention : Mr. Richard Larrouy, Associate Planner <br /> Subject: Pre-Application No: MS-90-42 <br /> Applicant: Larnce Titsworth C/O Wong Engineers, Inc. <br /> 10012 South Priest Road 4578 Feather River, Suite A <br /> French Camp, CA 95231 Stockton, CA 95207 <br /> Dear Mr. Davisson : <br /> The San Joaquin County Department of Aviation (Stockton Metropolitan <br /> Airport ) , has reviewed the above-referenced Pre-Application with <br /> respect to those areas germane to the operations of the Stockton <br /> Metropolitan Airport. <br /> As with other proposed developments in and about Stockton Metropolitan <br /> Airport, the Department of Aviation has some serious reservations <br /> about a residential subdivision being located so close (11 miles ) to <br /> the Airport operational area . In fact, the Council of Governments/Air- <br /> port Land Use Commission Airport Area of Influence Boundary Map, shows <br /> this proposed project well within the designated area. <br /> Although the 65 db "community noise equivalent level " (CNEL ) contours <br /> for Stockton Metropolitan Airport do not extend over the proposed <br /> project, this area may be subjected to the "single event noise expo- <br /> sure level " (SENEL ) as this project is located in an area which is <br /> subjected to periodic overflight and resultant noise which was ascer- <br /> tained from field monitoring of both military and civil aircraft <br /> operations . <br /> As pointed out to your Division in previous correspondence regarding <br /> projects proposed to be developed near the Airport, we believe there <br /> are certain basic concerns that cannot be mitigated when projects of <br /> this nature are proposed to be located so close to the Airport. Our <br /> most basic concern and recommendation relative to this project, is as <br /> follows : <br /> AIRCRAFT NOISE & MITIGATING GUIDELINES: <br /> With the proposed project being located only one and one-half ( 1 ) miles <br /> from the Airport, residents living in this area may be subjected to <br /> daily aircraft noise during the daytime and evening hours . Consequently, <br /> it goes without saying that there will be some residents living in <br /> 5000 SOUTH AIRPORT WAY • TERMINAL BUILDING, ROOM 202 • STOCKTON, CALIFORNIA 95206 • (209) 982-4170 <br />
