Box 388 • Stockton, CA 95201-U88 <br /> (209) 468-3420 C(OPY <br /> STEVE SHINNERS 00 T 2 3 1994 <br /> YELLOW FREIGHT SYSTEMS <br /> 10990 ROE AVE <br /> OVERLAND PARK KS 66211-1213 <br /> RE: YELLOW FREIGHT SYSTEMS SITE CODE: 1611 <br /> 4520 S HWY 99 <br /> STOCKTON CA 95215 <br /> This letter serves to notify you that field observations made by San Joaquin County <br /> Public Health Services, Environmental Health Division (PHS-EHD) staff during the soil <br /> boring activity of October 21, 22 and 23, 1994 indicate additional site characterization <br /> will be required. <br /> Petroleum hydrocarbon contamination was evidenced in YFSB3 (Yellow Freight Soil <br /> Boring) commencing at 34 feet below grade and extending as deep as 54 feet below <br /> grade. <br /> Further characterization shall attempt to define the extent of the soil contamination <br /> and, due to the proximity of the contamination to seasonal high groundwater <br /> elevation, a groundwater investigation will be necessary to verify that the quality of <br /> the groundwater has not been compromised. <br /> The accelerated site investigation activities, in conjunction with continued site <br /> characterization necessary to define the extent of the problem, will enable the <br /> collection and analysis of data necessary to assess the nature and vertical and lateral <br /> extent of the release and to determine a cost-effective method of cleanup. <br /> Several continued investigative options were discussed with Mr. William Loskutoff, <br /> Woodward-Clyde Consultants. Whichever approach is selected, I will continue to <br /> provide a "fast-track" evaluation wherever possible without compromising the need for <br /> quantitative documentation. <br /> At the conclusion of the site characterization, a Problem Assessment Report (PAR) <br /> will be required. Within the PAR, a corrective action plan should be developed from <br /> the data gathered from the investigation. The Corrective Action Plan (CAP) shall <br /> include the following elements: <br /> a) An assessment of the physical and chemical characteristics of the <br /> A Dkision of San Joaquin County Health Care Service. <br />
