Mr. Jeffrey D. Wingfield - 3 - 29 July 2011
Port of Stockton California
Port in 2007 and 2008. Central Valley Water Board staff believes that the concentration of
arsenic in this well is the result of leaching from Site 47 soil. Also, it is possible that the
increasing concentration trend in Monitoring Well W280 is the result of the soil disturbance
created by the recent roadway relocation project.
Response #4: The Port must monitor and sample Monitoring Well W280 on a quarterly basis,
beginning with the third quarter of 2011.
Comment #5: The Port has not conducted routine monitoring, sampling, and reporting on
Site 47 monitoring wells. Furthermore, the Port has not developed a groundwater monitoring
plan for Site 47.
Response #5: The Port must propose a Groundwater Monitoring and Sampling Plan for
Site 47 in the Final RI. All existing and new Site 47 monitoring wells required in this letter must
be proposed in the plan and initially monitored and sampled on a quarterly basis. Also,
quarterly reporting of results must be included in the plan.
The Port can submit the Final RI as soon as possible, provided the Final RI includes the
Groundwater Monitoring and Sampling Plan and other work outlined in this letter, and provided
it addresses issues presented by DTSC.
If you have any questions, please contact me at (916) 464-4675, or by email at
brownell@waterboards.ca.gov.
?JIMES4R.
