R5-2011-xxxx <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> STOCKTON TERMINALS TECHNICAL COMMITTEE <br /> BRITISH PETROLEUM COMPANY, TESORO PETROLEUM COMPANY T <br /> AND FORMER TIME OIL COMPANY BULK FUEL TERMINALS ID <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> This Order is issued to British Petroleum Company (BP, formerly ARCO), Buckeye <br /> Partners L.P. (Buckeye), Tesoro Petroleum Company (Tesoro), and Former Time Oil <br /> Company (FTOC), which comprise the Stockton Terminals Technical Committee <br /> (STTC); the three companies are hereafter jointly referred to as Discharger. The Order <br /> is issued pursuant to California Water Code section 13267, which authorizes the T <br /> Executive Officer of the California Regional Water Quality Control Board, Central Valley R <br /> Region (hereafter Central Valley Water Board or Board) to issue a Monitoring and <br /> Reporting Order (Order). <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. BP, Buckeye, Tesoro, and FTOC are located at the intersection of Navy Drive and A <br /> West Washington Boulevard in Stockton, San Joaquin County and are collectively <br /> referred to as the Site. In the fall of 2004, the Discharger began operating two ozone <br /> sparge (OS) systems to clean up groundwater pollution migrating downgradient from <br /> the Site. The west system is downgradient of Tesoro, and the east system is <br /> downgradient of BP. The Discharger is responsible for the discharge because the <br /> companies that comprise the STTC owned and/or operated the facilities at the times <br /> of the discharges. <br /> 2. Investigations have shown that elevated levels of total petroleum hydrocarbons as <br /> gasoline (TPHg), TPH as diesel (TPHd), benzene, toluene, ethylbenzene, and <br /> xylenes (collectively BTEX), tertiary amyl methyl ether (TAME), methyl tertiary butyl <br /> ether (MTBE), and tertiary butyl alcohol (TBA) are present in groundwater at the <br /> Site, which flows generally to the southeast and varies from about two to 11 feet <br /> below ground surface. This pollution has impaired the beneficial use of groundwater <br /> resources at the Site. m <br /> 3. To address the groundwater contamination, Tesoro is conducting two pilot studies of 1 <br /> remedial technologies, including pressurized oxygen injection and hydrogen <br /> peroxide injection. BP has conducted quarterly groundwater extraction from select <br /> monitoring wells to mitigate methylene blue active substances (MBAS) discharged to <br /> groundwater during a November 2008 fire suppressant foam discharge. <br /> 4. This Monitoring and Reporting Program (MRP) is issued by the Central Valley Water <br /> Board pursuant to California Water Code (CWC) section 13267 and is necessary to <br />
