CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-01-821 <br /> FOR <br /> KINDER MORGAN ENERGY PARTNERS <br /> THROUGH <br /> ITS OPERATING PARTNERSHIP SFPP, L.P. <br /> BULK FUEL TERMINAL <br /> SAN JOAQUIN COUNTY <br /> Kinder Morgan Energy Partners through its operating partnership SFPP, L.P. (KMEP) owns and <br /> operates a bulk fuel terminal at 2947 Navy Drive in Stockton. Facility operations have resulted in <br /> petroleum hydrocarbon pollution of soil and groundwater beneath the facility. Groundwater is <br /> first encountered at about 10 feet below ground surface. Local groundwater flow is to the east- <br /> southeast. <br /> Figure 1 shows the facility is flanked by other bulk fuel terminals, the operations of which also <br /> have resulted in petroleum hydrocarbon pollution of soil and groundwater. Thus, there is <br /> commingling of plumes from the facility and the adjacent terminals. Consequently, KMEP needs <br /> to share its data with adjacent sites. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. KMEP shall not implement any changes to this MRP <br /> unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the <br /> requirements listed in MRP No. 93-806, which was issued on 9 August 1993. <br /> Prior to construction of any new groundwater monitoring or extraction wells,the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> Figure 2 shows there are five shallow groundwater monitoring wells and two deep monitoring <br /> wells at the facility and its former property now owned by ST Services. Monitoring wells with <br /> free phase petroleum product or visible sheen shall, at a minimum, be monitored for product <br /> thickness and depth to groundwater. The groundwater monitoring program for the seven wells <br /> shall follow the schedule below. Any wells installed subsequent to the issuance of this MRP also <br /> shall follow the schedule below, except for the sampling frequency, which shall be quarterly. <br /> Sample collection and analysis shall follow standard EPA protocol. <br />
