MONITORING AND REPORTING PROGRAM NO. - Z - <br /> SANTA FE PACIFIC PIPELINE PARTNERS, <br /> STOCKTON TERMINAL, SAN JOAQUIN COUNTY <br /> Prior to startup of a ground water treatment system, the Discharger shall <br /> supply Board staff with a ground water monitoring program that will <br /> demonstrate the effectiveness of the ground water treatment system. <br /> An annual report evaluating the effectiveness and progress of investigation <br /> and remediation shall be submitted to the Board by 30 January of each year and <br /> may be substituted for the quarterly report for the fourth quarter. The <br /> report shall contain at a minimum the following information: both tabular and <br /> graphical summaries of the monitoring data obtained during the previous year; <br /> trends in the concentrations of the pollutants in ground water monitoring <br /> wells; whether the contaminant plume is being captured by an extraction system <br /> or is continuing to spread; plans as needed for improving the ground water <br /> monitoring, extraction or treatment system; and an estimate of the potential <br /> reduction in petroleum hydrocarbon concentration that can be achieved by the <br /> implemented remedial action. The annual report shall also include the reasons <br /> for and durations of significant interruptions (occurrences lasting more than <br /> 48 hours) in the operation of treatment systems. <br /> The results of any monitoring done more frequently than required at the <br /> locations specified in the Monitoring and Reporting Program shall be reported <br /> to the Board. <br /> The Discharger shall implement the above monitoring program as of the date of <br /> this Order. <br /> WILLIAM H.
