We concur with the Work Plan but caution that restricting the investigation to the C zone <br /> may not vertically delineate the plume to non-detect (ND). If the investigation fails to <br /> vertically delineate the plume to ND, we will require KMEP to conduct additional vertical <br /> investigation to address the concerns stated in our 12 May 2009 letter. By <br /> 2 November 2009, KMEP needs to contact us with an update of your progress toward <br /> obtaining access and conducting this investigation. <br /> 2. Our most recent check of GeoTracker, the State Water Resources Control Board's (State <br /> Water Board's) online database, shows that KMEP continues to violate the requirement to <br /> post reports as required by Title 23 of the California Code of Regulations. This violation <br /> was noted in our 12 May 2009 letter. However, at the time this letter was prepared, KMEP <br /> still had not posted the 28 March 2008 Estimated Times For Petroleum Hydrocarbons and <br /> Fuel Oxygenates to Achieve Water Quality Objectives or the 9 July 2009 June 17, 2009 <br /> Meeting Summary and Response to May 12, 2009 Letter for the SFPP Terminal. Be <br /> advised that submission of Site data and reports to the GeoTracker database was required <br /> starting in 2005. <br /> All documents, including but not limited to work plans, correspondence, monitoring reports, <br /> investigation and cleanup reports, and all analytical and Site data must be electronically <br /> uploaded to the GeoTracker database and is due at the same time the paper copy is <br /> submitted to this office. As previously stated, you may call the GeoTracker help desk at <br /> (916) 327-3918 or log on to the State Water Board's GeoTracker web site at: <br /> http://www.geotracker.swrcb.ca.gov, and click on the Electronic Submital of Information link <br /> for specific information about EDF submittals and this requirement.
