Groundwater monitoring at the Site is
conducted in nine monitoring wells (SP/M-1 and SP/M-3 through SP/M-10) pursuant to
Monitoring and Reporting Program (MRP) No. R5-2005-0815.
Groundwater bearing units at the Site are divided into a shallow and a deep zone. Deep zone
monitoring is performed through monitoring wells SP/M-7 and SP/M-8. In the Semi-Annual
Report, KMEP compared shallow zone groundwater elevations to deep zone elevations which
occurred at about three feet below sea level (-3 feet msl). During the first and second quarters
of 2009, shallow groundwater flowed to the north-northeast at about 0.001 feet per foot (fuft).
This direction and gradient are consistent with historical observations.
Groundwater sampling summarized in the Semi-Annual Report shows that non-aqueous
phase hydrocarbons (NAPH) have been absent from on-site monitoring wells since 1996. The
highest concentrations of contaminants of concern (CDCs) are generally detected in manifold
area well SP/M-9 and co-mingled area well SP/M-10. During the first half of 2009, SP/M-10
contained the highest concentrations of total petroleum hydrocarbons as gasoline (TPHg),
benzene, toluene, ethylbenzene, and xylenes (BTEX) at 53,000 micrograms per liter (pg/L),
18,000 pg/L, 390 pg/L, 780 pg/L, and 570 pg/L, respectively. The highest concentrations of
TPH as diesel (TPHd), methy tertiary butyl ether (MTBE), and tertiary butyl alcohol (TBA) were
detected in SP/M-9 at 2,300 pg/L, 6,400 pg/L and 65,000 pg/L, respectively.
The 28 March 2008 Estimated Times For Petroleum Hydrocarbons and Fuel Oxygenates to
Achieve Water Quality Objectives at the SFPP, L.P Stockton Terminal, Stockton, California
(MNA Estimate) predicted that MTBE in wells SP/M-3, SP/M-1 and SP/M-9 would attain the
water quality objective (WQO) of 5 ug/I by 2008, 2009, and 2010, respectively. MTBE
concentrations observed in these wells during the first half of 2009 were 1.4 pg/L, 1,100 pg/L
and 6,400 pg/L, respectively.
California Environmental Protection Agency
Q$Recycled Paper
