The Letter lists six comments on the draft Monitoring and Reporting Program (MRP).
Regional Board staff concurs with five of the six comments and has incorporated those
comments.
One of the comments requests to change the fuel oxygenate sampling language to allow either
semi-annual or annual monitoring depending on the frequency established for the particular
monitoring well. Regardless of the sampling frequency for a specific well, the fuel oxygenate
sampling is set to determine whether a fuel oxygenate is in the groundwater during the wet and
dry seasons. Therefore, Regional Board staff did not change the language as proposed in the
Letter, and oxygenate sampling is required semi-annually in the second and fourth quarters.
Enclosed is final MRP No. R5-2003-0824, which should be implemented at the site during the
third quarter 2003.
