The tracer gas leak test results appear unreliable. Based on <br /> a northeast trend, the onsite monitoring wells are downgradient of SFPP's loading <br /> racks, tanks, and associated piping. With the exception of M-2, these wells are <br /> still downgradient of the aforementioned equipment even if the ground water trends <br /> east-southeast. Further, Time Oil and Tesoro also are downgradient of SFPP's <br /> pipelines. As of June 1989, piezometers upgradient of SFPP's pipelines did not have <br /> floating product. None of the SFPP reports indicated monitoring these piezometers. <br /> The floating product characterization shows agreement with SFPP products which were <br /> used as standards. <br />
