As indicated in the memo, several issues <br /> remain unresolved. <br /> • You stated in your 16 April 1992 letter that Shell has monitored stormwater <br /> discharges. Please send us any stormwater analytical data you have. The <br /> issues pertaining to the SPCC Plan are minor but still need to be resolved. <br /> The more pressing issues concern the site investigation and cleanup. We <br /> believe that full definition of the horizontal and vertical extent of soil and <br /> ground water contamination is necessary prior to proceeding with remediation, <br /> which could spread and accelerate the contamination if done prior to full <br /> definition. You do not agree. I suggest we schedule a meeting to discuss all <br /> the issues and the future course of action. We concur with your request for <br /> an extension until 30 June 1992 to submit a work plan to address offsite plume <br /> migration and the extent of free phase petroleum product on the eastern side <br /> of the property. <br /> Please call Philip Isorena at (916) 361-5650 to schedule a meeting or discuss <br /> the matter further. <br /> WL.
