Geologist <br /> Waste Discharge/AST Unit Waste Discharge/AST Unit <br /> DATE: March 20, 1995 SIGNATURE: <br /> SUBJECT: SHELL DISTRIBUTION FACILITY, STOCKTON: REVIEW OF ANNUAL <br /> MONITORING REPORT FOR 1994 AND SUMMARY OF SITE STATUS <br /> (CASE NO. 3007) <br /> I have reviewed the Annual Monitoring Program Report (Annual Report) for 1994 (received 3 <br /> February 1995) and the Quarterly Report, Fourth Quarter 1994 for Shell Oil Company <br /> Distribution Plant (Shell) at 3515 Navy Drive, Stockton. These reports were submitted by Pacific <br /> Environmental Group (PACIFIC) on Shell's behalf. This memo presents my comments on the <br /> reports, and additionally provides an overview of the case status. <br /> Background Setting, and Monitoring Arrav: <br /> This facility is on Rough-and-Ready Island at the Stockton port. It is currently regulated by <br /> Cleanup and Abatement Order(CAO) 94-705 (6 July 1994) and Monitoring and Reporting <br /> Program (MRP) 94-801 (10 February 1994) . The site was previously regulated under MRP 93- <br /> 802, and the Annual Report still erroneously refers to that MRP. Adjacent to the facility on the <br /> north is the Stockton Deep Water Channel. To the east is another petroleum company property, <br /> Tosco (formerly British Petroleum, BP). To the west is a US Navy reservation. Sandwiched <br /> between Tosco and Shell is a parcel owned by Mr. Paul Sullivan. The Sullivan property is a <br /> vacant field. Both the Shell and the Tosco/BP property are the subjects of remedial investigations <br /> under the Aboveground Storage Tank Act. It is not yet clear whether the plumes of <br /> hydrocarbons from these two sites are commingling. Shell has recommended, and I concur, that <br /> Shell and Tosco work together, sharing data. Similarly, it is not yet clear whether the Navy site <br /> has affected the Shell property. Shell suggests that hydrocarbons found in ground water west of <br /> their site and west of Hooper Drive may be from the Navy site. Shell has recently proposed the <br /> installation of a monitoring well, MW- 28, west of Hooper Drive, to investigate this. All of these <br /> properties are shown on Map 1, attached. <br /> Products used, stored, or handled at the Shell Distribution Terminal include: contact water, <br /> extraction water, and bulk diesel and gasoline for distribution. The facility includes 10 <br /> aboveground storage tanks, a garage, and a loading rack, and has been in operation since 1940. <br /> There is a wastewater handling system, consisting of an oil/water separator, a "slop" tank, <br /> wastewater holding tank (Tank 14), a fluidized-bed biological reactor, and a treated-water holding <br /> tank(Tank 16). Facilities that formerly existed at the site include a railcar off-loading area and a <br /> former unlined holding pond. All of these are indicated on the attached map. <br />
