Mr. Jeff Goold • - 2 - 21 February 2003 <br /> The Stockton facility is under the Notification of Applicability for General Waste Discharge <br /> Requirements General Order No. 5-00-119, NPDES Order No. CAG915001 (General Order). <br /> Shell will send a letter stating that it no longer intends to discharge to the San Joaquin River so <br /> Shell's applicability under the General Order may be rescinded. The Stockton facility is also <br /> under Cleanup and Abatement Order(CAO)No. 94-705. After the groundwater extraction and <br /> treatment system is fully operational and has operated for a few months to show that the system <br /> meets effluent limits and is operating as designed, Board staff will recommend rescission of <br /> CAO No. 94-705. <br /> West Sacramento Facility <br /> We discussed that the next report for this facility is the Annual Report, which is due by <br /> 30 April 2003. The groundwater extraction and treatment system has been shut down since <br /> about October due to a breakthrough in the carbon vessel. Due to the change in consulting <br /> companies, the system has not been restarted. Work to evaluate, troubleshoot, and repair the <br /> system is scheduled to begin the week of 24 February. Part of the work on the system is in part <br /> due to a false alarm that occurred after the system was shut down and not pumping any water. <br /> The former consultant was working on an operations manual for the treatment system,but it is <br /> not complete. RETEC will complete the operations manual. The restart of the system should <br /> occur during mid March. <br /> RETEC plans to label all lines and equipment for both systems and train facility personnel on the <br /> equipment and how to shut the season down. Board staff concluded that the progress of these <br /> sites is acceptable, and Shell will continue to update Board staff of the progress of both remedial <br /> systems.
