(RETEC)to
discuss the status of the Shell Oil Products(Shell)bulk fuel facilities at 3515 Navy Drive in
Stockton and 1509 South River Road in West Sacramento. The bulk fuel facilities in Stockton
and West Sacramento were previously referred to as Equilon. The purpose of the meeting was to
discuss the status of both facilities.
The following is a summary of each facility as discussed in the meeting:
Stockton Facility
Mr. Stone discussed the installation status of piping to connect treated effluent discharge to the
Port of Stockton sanitary sewer line. The piping is being installed in the same trench as the
piping for the former BP terminal, which is adjacent to the Stockton facility. Shell will continue
to work on a piping layout that will not interfere with facility operations. The treatment system
can discharge about 10 to 15 gallons per minute. Some of the equipment associated with the
treatment system needs repairs, modifications,or replacement. Shell estimates that the system
will be running again by the middle of the second quarter.
We discussed the comments in Board staffs 30 January 2003 letter. Field work for the
additional delineation activities will begin by the second week of March. Shell will fax the
results of the Geoprobe®locations with the proposed location for a monitoring well for Board
staff concurrence prior to installing the monitoring well. We discussed the 30 January 2003
Combined Fourth Quarter and Annual Monitoring Report—2002(Annual Report) and clarified
that once the fuel oxygenate sampling requirements listed in Monitoring and Reporting Program
No. 5-01-815 are met, Shell is not required to continue sampling for that fuel oxygenate. Board
staff had no other comments on the Annual Report.
California Environmental Protection Agency
Qd Recycled Paper
The energy challenge facing California is real.
