The Report summarizes the groundwater
extraction operations including the exceedance of lead in the effluent and activities to achieve
compliance with the National Pollutant Discharge Elimination System Permit No. CAG915001,
General Order No. 5-00-11912. Equiva is now evaluating alternative effluent discharge
locations. The Third QMR discusses the groundwater monitoring activities conducted in August.
We have the following comments on these reports:
1. The lateral extent of pollution west of monitoring well MW-33 is not defined. Five
quarters of data show total petroleum hydrocarbons as gasoline, benzene, ethylbenzene,
and xylenes exceed the applicable water quality objective. Equiva needs to fully
delineate the lateral extent of pollution.
2. Board staff concurs with discontinuing fuel oxygenate sampling for the constituents and
wells highlighted in Table 3 of the Third QMR.
California Environmental Protection Agency
pia Recycled Paper
The energy challenge facing California is real.
