Equiva still has not completed the access agreement with the Port of
Stockton, so the Report only includes information for the work completed to date. The Report discusses
the well redevelopment activities and the installation of three monitoring wells. Well MW-1 could not
be redeveloped due to an obstruction in the well. Equiva recommends abandoning and replacing
monitoring wells MW-13 and MW-17 due to well casing damage and raise the casings of monitoring
wells MW-29 and MW-30 because of the location for the proposed containment berm for a new above
ground storage tank.
We concur with these recommendations. Equiva must also remove the blockage in MW-1. If necessary,
Equiva should abandon and replace the well. By 12 March 2002, please provide a summary report of
well modifications, abandonment and installation activities.
