Lteuine fricke•Recon <br /> ENGINEERS,HYDROGEOLOGISTS 8 Mp IED SQENTISTS <br /> October 5, 1998 4111-12-002 <br /> Mr. Henry Kawai <br /> 235 Sandringham North <br /> Moraga, California 94556 <br /> Subject: Request for Access to Install and Sample a Cone Penetrometer Test boring and Two <br /> Groundwater Monitoring Wells at the Property Located at 526 Benjamin Holt Drive, <br /> Stockton, California <br /> Dear Mr. Kawai: <br /> On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke•Recon (LFR) <br /> respectfully requests access to install and sample a Cone Penetrometer Test (CPT) boring and two <br /> groundwater monitoring wells at the property located at 526 Benjamin Holt Drive, Stockton, <br /> California. As you know, the SDCDs are investigating certain hazardous substance contamination <br /> in groundwater and soils associated with historical dry cleaning operations at the nearby Lincoln <br /> Center. This work is being performed pursuant to several orders of the United States District <br /> Court, Eastern District of California, in the case Lincoln Properties Ltd,, TT Norman Higgins. et <br /> al., Case No. CV-S-91-760-DFL-GGH. The work is being performed under the oversight of <br /> Lincoln Properties, Ltd. (LPL), the owner and manager of portions of Lincoln Center, as well as <br /> the California Regional Water Quality Control Board, Central Valley Region and the San Joaquin <br /> County Public Health Services, Environmental Health Division(SJC PHS/EHD). We have <br /> enclosed Lincoln Center Fact Sheets 1; 2, and 3, which describe the background and ongoing <br /> investigation at the Lincoln Center site. The environmental investigation is being conducted as <br /> described in the "Work Plan for Environmental Investigation, Lincoln Center, Stockton, <br /> California," dated September 23, 1996, and revised August 21, 1998, which is available for <br /> review at the Margaret Troke Branch of the Stockton Public Library, located at 502 Benjamin Holt <br /> Drive, Stockton, California. <br /> As part of the environmental investigation at the Lincoln Center site, the SDCDs will be <br /> monitoring and sampling groundwater at several proposed off-site locations (see enclosed Figure). <br /> The purpose of these off-site locations is to evaluate the lateral extent of any contamination that <br /> may be present in the groundwater migrating from the Lincoln Center site. The SDCDs are <br /> requesting access to install one CPT boring, one A-zone groundwater monitoring well, and one B- <br /> zone groundwater monitoring well on a portion of the parking lot near Benjamin Holt Drive. The <br /> CPT boring will be used to identify the type of soil encountered before designing and installing the <br /> groundwater monitoring wells. It is anticipated that the A-zone groundwater monitoring well will <br /> extend to a depth of approximately 85 feet below ground surface (bgs) and the B-zone groundwater <br /> monitoring well will extend to a depth of approximately 130 feet bgs.
