Levine•Fricke•Recon <br /> ENGINEERS,HVDROGEDLOGI5TS 8 APPLIED SCIENTISTS <br /> • We have contacted various property owners and their tenants to obtain permission to conduct <br /> Remedial Investigation and/or Interim Remedial Action (IRA) activities on adjacent properties. <br /> Access negotiations began in October 1996 and are ongoing. <br /> • A site walk with the contractors for the storage and operations compound (SOC) construction <br /> was conducted on October 19, 1996. Construction of the SOC had originally been scheduled <br /> for November 1996. Because of concerns raised by Payless about the interpretation of certain <br /> historical property records and potential impact on holiday business operations, the SOC <br /> construction schedule was postponed. Historical property records for Lincoln Center were <br /> obtained from Payless and reviewed by counsel for the SDCDs and counsel for Lincoln <br /> Properties, Ltd. (LPL). As a result of their review, the SDCDs and LPL believe that the <br /> SDCDs can construct the SOC on LPL property. To avoid any impact on the holiday shopping <br /> season, SOC construction was rescheduled to begin January 13, 1997. Discussions with Payless <br /> and their landlord, the Fahns, are ongoing to assure that any concerns in connection with the <br /> planned SOC construction are resolved before the rescheduled construction start-up date. <br /> In addition, the following Phase I IRA field scoping activities were conducted in October, <br /> November, and early December 1996: <br /> • Monitoring wells MW-100 and MW-101 were installed in the vicinity of monitoring well <br /> MW-11 on October 30 and 31 and November 13 and 14, 1996, respectively. These wells were <br /> developed and sampled on October 31 and November 14, 1996, respectively. Monitoring well <br /> MW-100 was also sampled during the fourth quarter 1996 sampling event on November 12, <br /> 1996. <br /> • Eleven cone penetration testing (CPT) and push-in polyvinyl chloride piezometer (PIPP) <br /> borings were installed along the eastern border of Lincoln Center and in the vicinity of <br /> monitoring well MW-11 between November 7 and December 4, 1996. The CPT logs generated <br /> from the CPT borings were used to identify permeable, saturated intervals within the A-zone <br /> aquifer. Groundwater samples were collected from selected intervals using the PIPP borings <br /> and analyzed for volatile organic compounds, including the Hazardous Substances, using EPA <br /> Method 8010. Data collected during these activities will be used to evaluate the subsurface <br /> lithology and the nature and extent of Hazardous Substances in the A-zone aquifer in the <br /> vicinity of the proposed Phase I IRA, and to design the A-zone aquifer test and the Phase I <br /> IRA. <br /> Document Submittals <br /> The following documents were completed and issued during the bimonthly period: <br /> • The Quarterly Groundwater Monitoring Report for July 1 through September 30, 1996 (the <br /> third quarter 1996) was issued on November 14, 1996. <br /> 3966-D96.BMM:SRL 2 <br />
