• ffl LEEDSHILL-HERKENHOFF, INC. <br /> WORK PLAN FOR GROUNDWATER ASSESSMENT <br /> LINCOLN VILLAGE CENTER <br /> STOCKTON <br /> BACKGROUND <br /> Water samples from two municipal supply wells near Lincoln Village Center <br /> were found to contain detectable levels of tetrachoroethene (PCE) and tri - <br /> chloroethene (TCE) . Staff from the California Regional Water Quality Con- <br /> trol Board (RWQCB) , Central Valley Region, has indicated that a likely <br /> source of contamination is solvent leakage from sewer lines that may have <br /> been used for disposal of cleaning fluids by three dry-cleaning establish- <br /> ments at Lincoln Village Center. It is the RWQCB's opinion that the clean- <br /> ing fluids leaked through joints and/or cracks in the sewer pipe, into the <br /> permeable backfill material surrounding the sewer pipeline, and eventually <br /> migrated into the upper groundwater aquifer. <br /> Because of RWQCB water quality concerns resulting from activities at Lincoln <br /> Village Center, on August 18, 1987, the RWQCB asked Lincoln Properties <br /> Limited to submit a phased work plan detailing the tasks necessary to com- <br /> plete a groundwater investigation addressing their concerns at Lincoln <br /> Village Center. The following paragraphs provide a description of the <br /> proposed Phase I and Phase II work plans, based on an outline provided in a <br /> July 22, 1987 memorandum by Robert Niblock of the RWQCB. <br /> The purpose of the Phase I investigation is to initiate the groundwater <br /> study and generate the following critical baseline data requirements: <br /> - conduct a site inspection and owner interview of potential contam- <br /> ination sources at the Lincoln Village Center; <br /> - establish direction of groundwater flow in the shallow aquifer; <br /> - determine groundwater gradient into the shallow aquifer; <br /> -1- <br />
