(LPL) , requests the opportunity to review and comment on the proposal for
the destruction of the San Joaquin County wells LVMD1, LVMD2, and LVMD6. As we
discussed, LPL and K/J are currently investigating groundwater contaminated by
volatile organic compounds at the Lincoln Village Center. LVMD1, LVMD2, and
LVMD6 are within the contaminated area.
Our investigations to date have determined the existence of three water bearing
zones beneath the site. The deepest of these three zones (Zone "C") is believed
to be the primary municipal supply aquifer in the area. Our investigations
indicate that LVMD1, LVMD2, and LVMD6 are drilled and constructed in such a way
that there is the potential for each of these wells to provide conduits for the
vertical migration of contaminated groundwater. It is therefore imperative that
a thorough review of the proposed destruction techniques (ie: ripped casing
pressure grouted zones) be performed to insure that these three wells do not
become continual pathways for the flow of contaminated groundwater into the lower
water bearing zones.
It is in the best interests of the public, the County, and LPL to protect this
aquifer from contamination. We would like an opportunity to become involved in
the review and comment process, and herebv request a copy of the well destruction
proposal before it has been approved. If you have any questions please call
Gerry Nakano or me at (415) 243-2150.
Very truly yours,
KENNEDY/JENKS CONSULTANTS
Michael Tognolini
Project Engineer
MTTrtvc
cc: Mr. Michael Higgins, RWQCB
Mr. Wil Smith, Lincoln Properties, Ltd.
Mr. Michael Donovan, Ware & Freidenrich
