PETE WILSON, Governor
STATE OF CALIFORNIA
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION RECEIVED
3443 ROUTIER ROAD, SUITE A
SACRAMENTO, CA 95827-3098
PHONE: (916)361-5600 AUD U ITI
J[
FAX: (916) 361-5686 7
ENVIRONMENTAL HEALTH
1 August 1991 PERMIT/SERVICES
Mr. Wilbur Smith
Lincoln Properties, Ltd.
374 Lincoln Street
Stockton, CA 95207
PHASE III
SITE ASSESSMENT
3002PLAM, LINCOLN VILLAGE CENTER, STOCKTON, SAN
JOA
We have reviewed the 16 July 1991 "Phase III Site Assessment Workplan" which
specifies the tasks proposed for the third phase of the Lincoln Village site
investigation. We concur with the proposal , subject to the following
comments:
1 . The proposal recommends no monitoring wells upgradient and to the west
of the source area although you have not fully defined the extent of the
ground water pollution in this region. In the future, you must
remediate the ground water in this area and you will need to install one
or more monitoring wells to confirm cleanup. To achieve cleanup, you
must ensure that the influence of the wells to be installed to extract
the polluted ground water extends substantially beyond the pollution' s
inferred limit.
2. Please notify me by 16 August 1991 of the date when you will begin to
implement the workplan.
If you have comments or queations regarding this matter, please call me at
(916) 677-2028.
W, 1
Michael Higg s
Project Engineer
cc: ►iMs. Eleanor Ratliff, San Joaquin County Public Health Services, Stockton
Ms. Jeanne Zolezzi , Neumiller and Beardslee, Stockton
Mr. Louis Green, Ware and Friedenrich, Palo Alto
Mr. Gerald Nakano, Kennedy/Jenks Consultants, San Francisco
