The IRA work is being conducted pursuant to the "Phase I Interim Remedial Action
Detailed Plan, Lincoln Center, Stockton, California," dated February 27, 1998 ("the Phase I IRA
Detailed Plan"). The RI work is being conducted pursuant to the "Work Plan for Environmental
Investigation, Lincoln Center, Stockton, California," dated September 23, 1996, and revised
October 15, 1997 ("the RI/FS Work Plan').
Phase 1 IRA Field Activities
Groundwater Extraction Well and Piezometer Installation
A total of four groundwater extraction wells (GEW-1, GEW-2, GEW-3, and GEW-4) and four
piezometers will be installed on the Subject Property (Figures I and 2). Groundwater extraction
well and piezometer installation methods are described in Section 5 of the Phase I IRA Detailed
Plan and in Section 2.4 of the Field Sampling Plan (FSP; Appendix B to the RI/FS Work Plan).
Weeks Drilling and Pump Company will install the groundwater extraction wells using the mud-
rotary drilling method, similar to that used to install B-zone monitoring well MW-204B on the
Subject Property in June 1997 (Figure 3). Spectrum Exploration. Inc. will install the piezometers
using the hollow-stem auger method with similar equipment.
The groundwater extraction wells will be completed below the ground or pavement surface and
covered with 12-inch-diameter well boxes installed at grade with bolt-down covers. The tops of
the piezometers will be below the existing parking lot surface and completed with small, round
well boxes installed at grade with bolt-down covers similar to monitoring well MW-204B.
Before conducting these intrusive field activities, buried utilities that are present in the vicinity of
the wells and piezometers will be located and marked on the ground with paint to prevent any
contact with utilities during installation. At the end of each work shift, any waste materials or
debris generated during field activities will be removed and the work area will be cleaned. Upon
completion of this fieldwork, the area surrounding the groundwater extraction wells and
piezometers will be restored to its original condition.
Staging Area and Temporary Storage Area Construction
After completing the extraction well and piezometer installation, as described in the Access
Agreements, LFR will then establish a construction staging area by installing temporary fencing
around an area of approximately 25 feet by 100 feet in the southwest corner of Lincoln Center
(Figure 3). The staging area will be used to stage materials and equipment throughout Phase I IRA
construction activities (a period of roughly four to five months, beginning in mid-May 1998). LFR
and its contractors will be responsible for security of the staging area and will maintain cleanliness
in and around the area.
L".Ac.Fai, .- We111.04171:5RL 2
