Box 806 <br /> Sacramento, CA 95812-0806 <br /> REQUEST FOR EXCLUSION FROMHSC SECTION 25207 REQUIREMENTS FOR THE <br /> LINCOLN VILLAGE CENTER PHASE IINTERIMREMEDIAL ACTIONDETAILED PLAN, <br /> SAN JOAQUIN COUNTY <br /> We are writing this in response to Mr. Watson Gin's 20 March 1998 letter to Mr. Robert C. Thompson. <br /> The Board is overseeing the cleanup of soil and groundwater contamination at the Lincoln Village <br /> Center in the unincorporated area of San Joaquin County near the City of Stockton. Soil and <br /> groundwater contamination by hazardous substances (PCE, TCE and 1,2-DCE)was caused by past <br /> activities of three dry cleaning operations, known collectively as the Settling Dry Cleaning Defendants <br /> (SDCDs). In February 1998,the Board approved a Phase IInterim Remedial Action (IRA) Detailed <br /> Plan for onsite cleanup of shallow groundwater contamination. The Phase I IRA was prepared pursuant <br /> to the"Permanent Injunction Governing Investigation,Monitoring, and Testing of Hazardous <br /> Substances Contamination at and Emanating From Lincoln Center and Order of Reference to Special <br /> Master," filed with the United States District Court,Eastern District of California(the Court), on August <br /> 16, 1993, in the case Lincoln Properties Ltd v Norm Higgins et al., Case No CV-S-91-760-DFL- <br /> GGH and the "First Final Consent Decree Order, Judgment and Reference Special Master,"filed with <br /> the Court on January 18, 1996. <br /> The Phase I IRA Detailed Plan constitutes a removal action workplan as defined in Health and Safety <br /> Code (HSC) Section 25323.1. The Phase I IRA Detailed Plan provides a detailed discussion of the <br /> nature and extent of onsite soil and groundwater contamination, and evaluates a number of groundwater <br /> control and treatment alternatives and their associated costs. The remediation measures selected in the <br /> Phase I IRA Detailed Plan include installing 17 groundwater extraction wells along the downgradient <br /> property boundary and treating the extracted water onsite using air stripping and activated carbon. The <br /> Phase I IRA Detailed Plan contains detailed engineering plans of the design and installation of the <br /> shallow groundwater extraction system, conveyance piping and onsite treatment system. Onsite <br /> contaminated groundwater has been sufficiently defined to demonstrate that the proposed interim <br /> remediation measures will be effective and are necessary to control the migration in the shallowest <br /> Recycled Paper Our mission is to preserve and enhance the quality of California's water resources,and <br /> ensure their proper allocation and efficient use for the benefit of present and future generations. <br />
