Ms. Peggy Harris - 2 - 25 March 1998
aquifer of hazardous substances downgradient of the Lincoln Village Center property. If unchecked,
downgradient migration of contaminants from Lincoln Village Center could impact a municipal water
supply well which would pose a potential risk to human health and the environment.
As discussed above, the Phase I IRA Detailed Plan satisfies the requirements of HSC Section 25323.1.
Furthermore, the removal action workplan requires that the response action complies with all applicable
laws, rules, regulations, standards, requirements, criteria, or limitations. The Phase I IRA Detailed Plan
documents compliance in Section 3.1,Applicable or Relevant and Appropriate Requirements, and in the
table of Appendix G. At the 17 April 1998 meeting, the Board will consider adopting a National
Pollutant Discharge Elimination System (NPDES)permit for the SDCDs to discharge treated
groundwater to a County storm drain. Discharge limits in the permit are based on the capability of the
proposed wastewater treatment technology to dependably remove constituents of concern to a level of
non-detection as measured using EPA Method 600 series analyses, or equivalent.
The Board requests that the Department of Toxic Substance Control exclude the Lincoln Village Center
groundwater extraction and treatment facility from the hazardous waste facility permit requirements of
HSC Section 25201 pursuant to exclusion requirements of HSC Section 25358.9.
If you have any questions, please call Kit Custis the project manager for this site at(916)255-3077.
(ijalL 4pvt,
WENDY L COHEN
Senior Engineer
KHC
cc: Ms. Orchid Kwei, Department of Toxics Substances Control, Sacramento
Ms. Lori Senitte, State Water Resources Control Board, Sacramento
Ms. Mary Meays, San Joaquin County Environmental Health, Stockton
Mr. Ronald Aronovsky,Esq., San Francisco
Mr. A.J.
