<br /> downgradient migration of contaminants from Lincoln Village Center could impact a municipal water
<br /> supply well which would pose a potential risk to human health and the environment.
<br /> As discussed above,the Phase I IRA Detailed Plan satisfies the requirements of HSC Section 25323.1.
<br /> Furthermore,the removal action workplan requires that the response action complies with all applicable
<br /> laws, rules,regulations, standards, requirements, criteria, or limitations. The Phase I IRA Detailed Plan
<br /> documents compliance in Section 3.1,Applicable or Relevant and Appropriate Requirements, and in the
<br /> table of Appendix G. At the 17 April 1998 meeting, the Board will consider adopting a National
<br /> Pollutant Discharge Elimination System (NPDES)permit for the SDCDs to discharge treated
<br /> groundwater to a County storm drain. Discharge limits in the permit are based on the capability of the
<br /> proposed wastewater treatment technology to dependably remove constituents of concern to a level of
<br /> non-detection as measured using EPA Method 600 series analyses, or equivalent.
<br /> The Board requests that the Department of Toxic Substance Control exclude the Lincoln Village Center
<br /> groundwater extraction and treatment facility from the hazardous waste facility permit requirements of
<br /> HSC Section 25201 pursuant to exclusion requirements of HSC Section 25358.9.
