CA 0084255,LINCOLN CENTER GROUNDWATER TREATMENT <br /> SYSTEM,SAN JOA Q UIN CO UNTY <br /> This letter summarizes the Board's response to comments made on the Tentative Waste Discharge <br /> Requirements (NPDES Permit No. CA0084255) for the Settling Dry Cleaning Defendants, Lincoln <br /> Center Groundwater Treatment System in Stockton. We received two sets of comments, one from <br /> Levine-Fricke-Recon and the other from Farr Associates. <br /> Levine-Fricke-Recon Comments, dated 5 March 1998: <br /> 1. The following language will be added to the end of Finding 2 that states that treated water may <br /> incidentally leak from the storm drain,but that the water discharged will meet the effluent <br /> requirements of the permit. <br /> The discharge of treated water into the storm drain may also result in incidental leakage of the <br /> treated water from cracks or joints in the storm drain to underlying soils and ground water. The <br /> extracted ground water will be treated to comply with the effluent limitations contained in this <br /> Order. <br /> 2. The following language will be added to Footnotes 2 and 3 of Section B Effluent Limitations to <br /> indicate that the sum of concentrations of all volatile organic compounds (VOC) and benzene, <br /> toluene, ethylbenzene, and xylenes (BTEX) are for quantities detected above the practical <br /> quantitation limit (PQL). <br /> z The sum of the concentrations of volatile organic compounds in any single sample that are <br /> detected at levels equal to or greater than the maximum Practical Quantitation Limit of 0.5 µg/1 <br /> shall not exceed 1 µg/1. <br /> Recycled Paper Our mission is to preserve and enhance the quality of California's water resources,and <br /> ensure their proper allocation and efficient use for the benefit of present and future generations. <br />
