Influent and effluent from the econd TPE phase shall bg sampled in accordance with the <br /> TPE monitoring plan in attached Monitoring and Reporting Program No and the <br /> results shall be reported to the Board <br /> ix. The second TPE phase must demonstrate with a minimum of three consecutive samplings <br /> that the effluent quality meets discharge limitations. <br /> X.. The effluent water from the second TPE phase shall be held in the treatment system tank <br /> until the Board an in writing the discharge of the water to the storm drain. <br /> xi. The third phase of the TPE shall be run at a minimum of 100 gallons ons per minute of <br /> extracted ground water last a minimum of 32 and a maximum of 48 hours,and <br /> demonstrate that polluted groundwater has been extracted and treated and effluent water <br /> quality meets effluent discharge limitations. <br /> xii. IfBoard review of the TPE monitoring determines that the tr atment system effluent <br /> aualrtv failed to meet discharge limitations Board staff may Rprove repeated first second <br /> or third TPE phases to allow demonstration that the treatment system effluent meets <br /> discharge limitations. <br /> xiv. The extraction wells shall be pumped long enough to confirm that the groundwater pumps <br /> and water level shutoff devices operate properly. <br /> xv. Water entering and leaving the groundwater treatment system shall be monitored in <br /> accordance with the TPE monitoring plan in attached Monitoring and Reporting Program <br /> No. <br /> xvi. All treatment,transport, and disposal components (including pumps, valves, liquid level <br /> controllers,pipelines, blowers, flow meters,pressure gauges, etc.) shall be inspected for <br /> leaks and/or malfunctions. In addition,the system's automatic controls, including <br /> alarm/notification and shutdown systems, shall be inspected and certified operational. All <br /> mechanical equipment shall be operated under load to assure proper performance. Any <br /> deficiencies shall be corrected. <br /> xvii. The Discharger shall not resume operation of the system until the Board has reviewed the <br /> TPE report(Provision 3) and has authorized, in writing,full-scale operation. <br /> Monitoring and Reporting Program Changes: <br /> TREATMENT PERFORMANCE EVALUATION MONITORING <br /> The objectives of this phase are to monitor the performance of the extraction well and to determine <br /> the effectiveness of the treatment system to meet effluent limitations.
