Ms. Anne M. Farr, Ph:D.
5. Farr Associates requests that two additional monitoring points be specified in the NPDES permit
that are between components of the treatment system. These two monitoring points will not be
added to the permit because they sample the treatment process and not the point of discharge.
6. The existing language of the permit allows for the use of EPA Method 8260 for VOC and BTEX
monitoring provided the detection limits are equal to or less than those specified in the permit.
This is specified in the"or equivalent" language used in the footnotes 1 and 2 for the TPE, influent
and effluent monitoring requirements.
7. The following changes will be made in the Footnotes 3 and 5 of the TPE, influent and effluent
monitoring sections to require all oxygenate compounds to be reported.
3 By EPA Method 8260. All detected compounds shall be reported.
5 By EPA Method 8260. All detected compounds shall be re on rted.
8. Existing Board policy allows the Executive Officer to make changes to the Monitoring and
Reporting Program when warranted by additional information or system modifications.
