Ltd. ("LPL") has received your March 6, 1996 letter <br /> requesting site access at Lincoln Center to install the Phase I IRA Extraction Wells <br /> commencing March 23, 1998 for a period of approximately six to eight weeks and <br /> Piezometers commencing April 13, 1998 for a period of four to six weeks. <br /> in spite of the site access problems that have occurred at Lincoln Center in the <br /> past, LPL approves the Settling Dry Cleaning Defendants' ("SDCDs") request subject to <br /> the SDCDs' approval of LPL's proposed level of 0&M set forth below. Please be <br /> assured that LPL will continue to work with the SDCDs to provide cost-effective 0&M <br /> relating to these proposed Phase I IRA site activities. <br /> LPL intends initially to provide its O&M at a proposed level equal to twenty five <br /> (25%) of the SDCDs' level of activity. It should be noted that LPL's O&M for the Phase <br /> I IRA activities referenced in your site access letter of March 6, 1998 were not <br /> discussed at the last periodic meeting. Please have Robert C. Thompson, Esq., <br /> contact A. J. Birkbeck, Esq., if the SDCDs have concerns about LPL's proposed level of <br /> O&M.
