(LFR) <br /> presents this letter report summarizing activities for the period December 1, 1997 through January <br /> 31, 1998 ("the bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," <br /> as defined in the "First Final Consent Decree Order, Judgment and Reference To Special <br /> Master," filed with the Court on January 19, 1996). The information in this letter report is <br /> provided pursuant to Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing <br /> Investigation, Monitoring, and Testing of the Hazardous Substance Contamination at and <br /> Emanating from Lincoln Center and Order of Reference to Special Master," issued by Judge Levi <br /> of the United States District Court, Eastern District of California, and filed on August 16, 1993. <br /> Ongoing Data Collection and Field Activities <br /> The data collection and field activities listed below were conducted at the Site during the <br /> bimonthly period. The scope of work for these activities was previously discussed with Lincoln <br /> Properties, Ltd.; the Regional Water Quality Control Board, Central Valley Region; and the <br /> Department of Toxic Substances Control, where applicable. <br /> Fluid levels were measured in site monitoring wells December 15, 1997. A summary of <br /> groundwater elevation data for that month was presented in the fourth quarter 1997 <br /> groundwater monitoring report, submitted to all parties on February 13, 1998. In accordance <br /> with the RWQCB's recommendation provided in its November 18, 1997 letter to Robert <br /> Thompson, Esq., fluid levels will no longer be measured in site monitoring wells on a monthly <br /> basis. Fluid-levels will now be measured on a quarterly basis and results will continue to be <br /> presented the quarterly monitoring reports. <br /> • Shallow and deep soil-vapor samples were collected from borings located adjacent to a <br /> sanitary sewer line on Gettysburg Place on December 5, 1997. <br /> • Air, soil-vapor, and soil boring samples were collected from inside the vacant former <br /> Hollywood Video store from January 12 through 24, 1998.
