(LFR) is <br /> requesting access to conduct field activities at Chevron Station No. 9-6171, located at 6633 Pacific <br /> Avenue, Stockton, California ("the Subject Property"). As discussed during recent telephone <br /> conversations between Mr. Chris Alger of LFR and Mr. Brett Hunter and Mr. Rick Garrett of <br /> Chevron Products Company ("Chevron"), this part of the Phase I Interim Remedial Action <br /> groundwater extraction system installation on the Subject Property will occur concurrently with the <br /> current station remodeling. This work will be conducted in accordance with the terms and <br /> conditions of the "Lincoln Center Site Environmental Access Agreement for Chevron Station <br /> Property, 6633 Pacific Avenue, Stockton, California," and as described in the "Work Plan for <br /> Environmental Investigation, Lincoln Center, Stockton, California," dated September 23, 1996, <br /> and revised October 15, 1997 ("the RI/FS Work Plan") and the "Phase I Interim Remedial Action <br /> Detailed Plan, Lincoln Center, Stockton, California," dated February 27, 1998 ("the Phase I IRA <br /> Detailed Plan"). <br /> As described in detail in the Phase I IRA Detailed Plan, the SDCDs have proposed to implement <br /> certain Interim Remedial Actions (IRAs) at the Lincoln Center site. IRAs are short-term remedial <br /> solutions designed to protect public health and the environment during an environmental <br /> investigation while long-term cleanup solutions are being developed. A Phase I IRA has been <br /> developed that will include installing a series of groundwater extraction wells along the eastern <br /> border of Lincoln Center to extract chemically affected groundwater from the shallow (A-zone) <br /> aquifer. Extracted groundwater will be conveyed through pipelines, to be installed underground, to <br /> a centralized treatment unit to be installed elsewhere at Lincoln Center.
