CA0084255 T <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> 1. The Settling Dry Cleaning Defendants, as defined by Consent Decree No. CN-S-91 760 <br /> DFL(GGH) filed 18 January 1996 with the U.S. District Court, and listed in Attachment <br /> A(attached hereto and made a part of this Order by reference), submitted a Report of <br /> Waste Discharge, dated 21 March 1997, and additional information dated 2 May 1997, for n <br /> a permit to discharge waste under the National Pollutant Discharge Elimination System //A\\ <br /> (NPDES). The Settling Dry Cleaning Defendants are hereafter Discharger. <br /> 2. The Discharger proposes to discharge waste from a groundwater treatment system <br /> designed to remove volatile organic compounds(VOCs) from groundwater and <br /> investigation derived residual fluids collected during ongoing investigation,remediation, and <br /> monitoring activities. Treated groundwater will be discharged into a storm drain in the City <br /> of Stockton which is tributary to Fourteen Mile Slough and the San Joaquin River, a water <br /> of the United States, at a point defined as latitude 37°59'58",longitude 121°20'38", as <br /> shown on Attachment B,which is attached hereto and made part of this Order by <br /> reference. <br /> 3. Pumped groundwater will be treated by air stripping and granular activated carbon. The <br /> activated carbon will be regenerated or disposed of off-site. The proposed treatment n /7 <br /> system is designed for a flow of 300 gpm (430,000 gpd) of extracted groundwater, and is \\\\//// <br /> proposed to be operated at a flow of approximately 200 gpm (290,000 gpd). V <br /> 4. Tetrachloroethylene(PCE),trichloroethylene (TCE), cis-1,2-dichloroethylene (DCE), <br /> methylene chloride, and 1,2-dichloroethane (1,2-DCA)have been identified in the E <br /> groundwater as constituents of concern. In addition, it is suspected that the constituents <br /> benzene,toluene,xylene, and ethylbenzene (BTEX),lead, and also methyl tertiary-butyl <br />
