WASTE DISCHARGE REQUIREMENTS • 2_ <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> ether(MTBE) or other oxygenate compounds may become present in water pumped from <br /> extraction wells due to two fuel contamination sites which are also present at the Lincoln . <br /> Center. The proposed treatment plant is expected to treat the volatile organic compounds <br /> to non-detectable levels. It is currently unknown if the treatment plant will effectively <br /> remove oxygenate compounds. This Order requires a treatment performance evaluation to <br /> show the effluent limitations can be met, and also ongoing monitoring for constituents of <br /> concern. <br /> 4. The applicable water quality criteria and objectives which are the most stringent, and <br /> which were considered in this permit for constituents of concern are as follows: <br /> Constituent Level Units Consideration <br /> PCE 0.8 µg/1 NTR <br /> TCE 2.7 µg/1 NTR <br /> DCE 6.0 WA MCL <br /> Methylene Chloride 5.0 WA MCL <br /> 1,2-DCA 0.38 µg/1 NTR <br /> Benzene 1.0 µg/1 MCL <br /> Toluene 150 WA MCL <br /> Xylene 1750 µg/1 MCL <br /> Ethyl benzene 700 µg/1 MCL <br /> Lead (total) 50 µg/1 MCL <br /> MTBE 35 PO Action Level <br /> MCL=State of California Drinking Water Standards Maximum Contaminant Level <br /> NTR=U.S. Environmental Protection Agency,National Toxics Rule Standard <br /> Action Level=State of California Drinking Water Action Level <br /> 5. Other VOCs reported to be present in the untreated groundwater at trace concentrations, <br /> below MCLs or NTR standards, are not considered to be significant in comparison with <br /> those constituents listed in 4, above. The proposed wastewater treatment technology is <br /> capable of dependably removing these constituents to concentrations which are generally <br /> non-detectable using EPA Method 600 series analyses. Compliance with the effluent <br /> limitations for the significant sources of VOCs in this permit is expected to also result in <br /> non-detectable concentrations for the trace concentrations of VOCs. <br />
