WASTE DISCHARGE REQUIREMENTS -7- <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> Board or the State Water Resources Control Board pursuant to the CWA and <br /> regulations adopted thereunder. <br /> E Provisions: <br /> 1. The Discharger shall comply with each of the following operational phase discharge <br /> specifications: <br /> a. System Check <br /> Prior to operating the groundwater treatment system with polluted groundwater, <br /> a system check shall be conducted to confirm the proper construction and <br /> operation of the treatment system. The following minimum requirements apply <br /> to this system check phase: <br /> i. An inspection shall be conducted to confirm that all equipment,piping, <br /> instrumentation, and control systems of the groundwater treatment system <br /> have been installed according to the approved design. Any deficiencies <br /> shall be corrected. <br /> ii. To confirm piping integrity,piping of the collection system and treatment <br /> system shall be pressure tested at 150 percent of the design pressure with <br /> potable water. Any leaks shall be repaired. <br /> iii. All instrumentation, control systems, and equipment shall be inspected for <br /> malfunctions. Instrumentation shall be calibrated and operational. All <br /> automatic controls, such as shutdown or alarm switches, shall be certified <br /> operational. Mechanical equipment, such as wet well pumps, air blowers, <br /> and valves,will be cycled or operated. Any functional deficiencies shall be <br /> corrected. <br /> b. Treatment Performance Evaluation <br /> After successfully completing the system check, the treatment performance <br /> evaluation (TPE)shall be conducted to monitor extraction well performance and <br /> to determine the effectiveness of the treatment system to meet treatment <br /> objectives. The TPE shall not begin until the Board has approved the design and <br /> layouts of the extraction and discharge systems. The following minimum <br />
