WASTE DISCHARGE REQUIREMENTS -8- <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> requirements apply to this TPE phase: <br /> i. The TPE shall last a minimum of 48 hours and shall demonstrate that <br /> polluted groundwater has been extracted and treated and effluent water <br /> quality meets effluent discharge limitations. <br /> ii. The extracted groundwater shall be treated and discharged to on-site <br /> holding tanks or the sanitary sewer system. Discharge to the storm drain <br /> is prohibited. <br /> iii. The extraction well shall be pumped long enough to confirm that the <br /> groundwater pumps and water level shutoff devices operate properly. <br /> iv. Water entering and leaving the groundwater treatment system shall be <br /> monitored in accordance with the TPE monitoring plan in attached <br /> Monitoring and Reporting Program No. <br /> V. All treatment, transport, and disposal components (including pumps, <br /> valves, liquid level controllers,pipelines, blowers, flow meters,pressure <br /> gauges, etc.) shall be inspected for leaks and/or malfunctions. In addition, <br /> the system's automatic controls, including alarm/notification and <br /> shutdown systems, shall be inspected and certified operational. All <br /> mechanical equipment shall be operated under load to assure proper <br /> performance. Any deficiencies shall be corrected. <br /> vi. The Discharger shall not resume operation of the system until the Board <br /> has reviewed the TPE report(Provision 3) and have authorized, in writing, <br /> full-scale operation. <br /> 2. The Discharger shall submit to the Board the following reports/documents for <br /> approval at least two weeks prior to the commencement of the TPE phase of the <br /> groundwater treatment system: <br /> a The Quality Assurance Project Plan containing quality assurance and quality <br /> control procedures involved in the collection,preservation,packaging, and <br /> transport of samples, field testing,laboratory analyses,record keeping, data <br /> management, and chain-of-custody. <br /> b. Certifications that the treatment system components are properly installed in <br /> accordance with the design. <br />
