ADAMS, TRUSTEE <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Lincoln Center is a retail shopping center located in Stockton, California situated on <br /> approximately 30 acres bounded by Gettysburg Place to the west,Pacific Avenue to the east, <br /> Douglas Road to the south, and Lincoln Elementary School to the north(see area map attached as <br /> Figure l). In 1984, a municipal water supply well located on the western edge of Lincoln Center <br /> (Lincoln Village Maintenance District Well#1 or LVMD #1)was found to contain 120 ug/l of <br /> tetrachloroethene (also known as perchloroethylene or PCE) and 20 ug/1 of trichloroethylene <br /> (TCE). Two additional municipal supply wells, LVMD #2 and#6,were later found to contain <br /> PCE in excess of the maximum allowable contaminant levels (MCLs). These three <br /> aforementioned wells, and an additional nearby municipal supply well (LVMD #4),were <br /> abandoned and sealed (grouted) in 1992. <br /> Investigations revealed that the contamination, originating from releases to the sewer from dry <br /> cleaning facilities located at Lincoln Center,has resulted in pollution of the groundwater beneath, <br /> and in the vicinity of, Lincoln Center with volatile organic compounds including PCE,TCE, cis- <br /> and trans-1,2-dichloroethene, and vinyl chloride. PCE was detected in the groundwater at a <br /> maximum level of 85,000 ug/I in a 05/1997 sample collected from monitoring well MW-006A. <br /> In 1998, a Phase I, Interim Removal Action consisting of 17 shallow groundwater extraction <br /> wells, located along the eastern boundary of the Lincoln Center Property, and an air <br /> stripping/vapor-phase carbon treatment system were constructed. As of December 2001, a total <br /> of 44 million gallons of groundwater had been treated and 2,095 pounds of PCE and 1,372 <br /> pounds of Total Petroleum Hydrocarbons,measured as gasoline (TPHg),had been removed. In <br /> 1999, a Phase II Interim Removal Action consisting of a network of 35 soil vapor extraction <br /> wells and a vapor-phase carbon treatment system was constructed. As of December 2001,the <br /> system had removed 6,200 pounds of PCE from the soil vapor. <br /> Lincoln Properties, Ltd., owner of portions of the Lincoln Center property,brought suit in the <br /> United States District Court, Eastern District of California, against certain current and former <br /> tenants that operated dry cleaning facilities at the Lincoln Center(Case No. CIV-S-91 760 DFL <br /> (GGH)). In settlement of the lawsuit, the Lincoln Center Environmental Remediation Trust <br /> (Lincoln Trust) was created by Order and Decree of the Court. The Lincoln Trust was funded <br /> primarily a Site Response Insurance Policy paid for by the insurers of the settling drycleaners for <br /> the purpose of performing an appropriate investigation and remediation of the hazardous <br /> substance contamination released to the environment from certain drycleaning facilities at <br /> Lincoln Center. Mr. Mark Adams was appointed by the court as the Trustee for the Lincoln <br /> Trust. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective.
