(LFR) has prepared <br /> this work plan to conduct a monitoring study of bis (2-ethylhexyl) phthalate (DEHP) in the effluent <br /> of the groundwater extraction and treatment system (GWETS) at Lincoln Center, located in <br /> Stockton, California, and the receiving waters of 14-Mile Slough. The discharge of treated <br /> groundwater from the GWETS is authorized under Waste Discharge Requirements Order No. <br /> R5-2005-0144, National Pollutant Discharge Elimination System (NPDES) Permit No. 0084255 <br /> ("the 2005 Order"). This report is presented in compliance with Provision E-5 of the 2005 Order: <br /> "Submit a work plan and time schedule to perform monitoring study of sample collection, <br /> handling, and analytical procedures for the his (2-ethylhexyl) phthalate to identify opportunities for <br /> contamination and to identify corrective action steps to be implemented to prevent such <br /> contamination in the future." <br /> Background <br /> The 2005 Order identified tetrachloroethylene, trichloroethylene, cis-1,2diehloroethylene, <br /> benzene, toluene, xylene, ethylbenzene, methyl tertiary-butyl ether, and total petroleum <br /> hydrocarbons as gasoline as constituents of concern. The previous order (Order 98-062, effective <br /> from 1998 through October 2005) did not require the analysis of DEHP as part of the compliance <br /> monitoring program.
